Calls on Congress to extend the December 31, 2015 deadline for passenger and Class I railroads to implement Positive Train Control, a congressionally-mandated automated safety system designed to prevent train collisions, derailments, and other accidents.

Requests that if Congress does not extend the deadline, the Federal Railroad Administration be authorized to grant individual waivers to railroads demonstrating good faith implementation efforts as determined by the FRA.

Notes that Metra operates 11 rail lines with 241 stations in the Chicago region and has made diligent good faith efforts to comply, but faces obstacles including the complex Chicago rail network, Federal Communications Commission radio frequency spectrum limitations, and insufficient federal and state funding.

Emphasizes that no commuter rail line in the United States has yet fully implemented an interoperable Positive Train Control system, and that failure to meet the deadline could result in forced operational shutdowns or daily fines from the FRA.

Directs that copies of the resolution be delivered to the Illinois congressional delegation.
