Creates the "Success by 25 Task Force" under the Department of Children and Family Services to identify and recommend cost-effective ways to assist foster care children as they age out of care into independent living.

Task Force shall research existing laws, programs, and benefits that could assist state wards in living independently, with primary focus on young adults ages 18-21 currently in DCFS care and secondary focus on ages 21-25 who formerly were in DCFS care.

Task Force composition includes 3 House members (one co-chair), 3 minority members (one co-chair), directors/representatives from multiple state agencies, 2 licensed social workers, Cook County Public Guardian representative, 2 advisory council representatives, and 2 former youth-in-care.

Task Force members serve without compensation and have voting rights; quorum requires a majority of members; task force receives cooperation from state agencies as needed.

Task Force shall submit findings and recommendations to the General Assembly and DCFS Director on or before December 31, 2016.
