Illinois applies to Congress under Article V of the U.S. Constitution to call a convention of the states for proposing constitutional amendments.

The convention would be limited to amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

The Secretary of State must transmit copies of this application to the President, Congress, and all state legislative leaders requesting their cooperation.

This application constitutes a continuing application under Article V until at least two-thirds of all state legislatures submit applications on the same subject.

The resolution cites concerns about federal spending, national debt, unfunded federal mandates, and improper constitutional interpretation as justification for the convention call.
