Requests President Obama commission a study detailing the economic impact of the slave trade and slave labor in America.

Study should analyze how Emancipation did not guarantee equality in education, employment, housing, and access to quality affordable health care for African Americans.

Study must include analysis of how reparations benefited other ethnic groups throughout American history, including Japanese Americans, Mexican Americans, Filipino Americans, and Native Americans.

Study should propose reparations for descendants of slaves if recommended, and explain how reparations could address current obstacles in education, employment, housing, health care, and justice.

Directs presentation of the resolution to President Obama.
