Urges President Barack Obama and United States Congress to take action against the illegal dumping of foreign steel into the U.S. market

Identifies steel dumping by countries including China, South Korea, India, Philippines, Vietnam, Thailand, Turkey, Taiwan, and Saudi Arabia as selling products at predatory prices below domestic production costs

Notes that Chinese steel firms sell products at approximately 75% of domestic production cost while a South Korean firm sold at 48% of domestic production cost

States that steel dumping violates Article VI of the General Agreement on Tariffs and Trade 1994 and has caused thousands of steelworker layoffs across the Midwest with mills operating below capacity

Requires copies of the resolution be delivered to President Obama, Senate Majority Leader Mitch McConnell, House Speaker Paul Ryan, and members of the Illinois Congressional Delegation
