Congratulates Betsy Coulture of Elgin on being named the 2016 Altrusa Woman of the Year.

Recognizes Coulture's active volunteer service with multiple Elgin organizations including the Elgin Community Network, Northeast Neighbors Association (where she served as President), Elgin Historic Preservation Commission, and various community events.

Notes Coulture received the "Women of Grace & Dignity" True Grit award in 2012 honoring women in the workplace.

Acknowledges her work as a server at Paul's Family Restaurant in Elgin, her membership at First Congregational Church of Elgin, and her family including two sons, one daughter-in-law, and one grandson.

Directs that a suitable copy of the resolution be presented to Coulture as an expression of esteem and respect.
