Urges the United States Forest Service to allow all-terrain vehicle (ATV) use in Shawnee National Forest, where ATV use is currently limited to disability permit holders only.

Requests expansion of the existing horse trail system in Shawnee National Forest, which currently includes trails at Burden Fall Wilderness, Camp Cadiz Campground, Kinkaid Lake Trail System, Little Grand Canyon, and Panther Den Wilderness.

Calls on the Forest Service to explore additional ways to increase recreational use opportunities in Shawnee National Forest for economic and recreational benefits to southern Illinois and the state.

Cites comparable ATV and horse trail programs in national forests across Michigan, Kentucky, Tennessee, Ohio, and Pennsylvania as models for expanded recreation access.

Directs delivery of this resolution to Thomas L. Tidwell, Chief of the United States Forest Service.
