Congratulates Dr. David Sam on receiving the Elgin Cosmopolitan Club Annual Distinguished Service Award.

During Dr. Sam's tenure as eighth president of Elgin Community College since 2007, degrees and certificates awarded increased by 44% to 2,578 in 2015 and the college closed the achievement gap between Hispanic and white students.

Elgin Community College received the 2013 Bellwether Award from the Community College Futures Assembly, was designated a "Leader College" by Achieving the Dream National Reform Network since 2013, and was ranked in the top 150 colleges by the Aspen Institute for 2014-2015.

Dr. Sam serves on boards for the Elgin Area Chamber of Commerce (as chair since May 2015), Golden Corridor Family YMCA, United Way of Elgin, and other civic organizations, and earned the Phi Theta Kappa Shirley B. Gordon Award of Distinction for Outstanding College Presidents.
