Illinois House of Representatives thanks Sean R. Stegall for seven years of service as Elgin City Manager.

Stegall holds a bachelor's degree in political science from Western Illinois University (1995) and master's degree in Public Administration from Northern Illinois University (1997), plus certificates from Harvard Kennedy School, University of Virginia Senior Executive Institute, and Colorado University.

During his tenure in Elgin, Stegall maintained the city's AAA bond rating through the Great Recession, led development of the city's first comprehensive strategic plan, and established the 311 Citizen Contact Center for performance improvement and citizen engagement.

Prior to Elgin, Stegall served as Assistant City Manager and Director of Administrative Services in Batavia, New York, overseeing multiple departments including finance, personnel, and information systems.

House wishes Stegall continued success in his new position as Manager of Cary, North Carolina, and directs presentation of a suitable copy of the resolution to him as a symbol of esteem and respect.
