Congratulates William R. "Bill" Kreeb on his retirement as President and CEO of the Lessie Bates Davis Neighborhood House, a position he held since 1981.

Recognizes Kreeb's work developing the first nationally accredited child care program in East St. Louis and the Gold Star Rated Child Care Center at the East St. Louis Family Development Center.

Acknowledges Kreeb's leadership in establishing the East St. Louis Small Business Incubator, which supported 46 minority-owned and operated businesses.

Honors Kreeb's efforts addressing housing crisis through partnerships with Habitat for Humanity and other organizations that developed the Neighborhood Faith Based Housing Program.

Notes Kreeb's role in obtaining funding for and helping develop the St. Clair County Youth Coalition, which brought together over 65 agencies in the county.
