Designates August 2016 as "Southern Illinois Eclipse Crossroads Awareness Month" to promote preparation for total solar eclipses occurring on August 21, 2017 and April 8, 2024, both with paths of totality crossing Southern Illinois.

Acknowledges that approximately 250,000 visitors are expected to travel to Southern Illinois during each eclipse event, creating both economic opportunity and infrastructure challenges for the 16 southernmost counties of Illinois.

Documents significant economic hardship in Southern Illinois Delta region including 4.5% population decline since 1980, poverty rates exceeding 20% in six counties, and job growth rate of -0.1% between 2010-2015.

Supports development of a regional organization for sustainable long-term economic development and encourages creation of a marketing plan coordinating federal, state, local, and private investment in regional tourism and infrastructure.

Directs copies of resolution to U.S. Secretaries of Agriculture, Commerce, Transportation, and Homeland Security, as well as the Chairman of the Delta Regional Authority.
