Congratulates Dr. Edna Rowery-Allen, lifelong East St. Louis resident, on the establishment of an educational scholarship in her name for high school students.

Recognizes Dr. Rowery-Allen's influential role in developing and implementing gifted education programs in East St. Louis School District 189, including self-contained gifted classrooms established at Martin Van Lucas Elementary School in 1980.

Acknowledges her advocacy work with state legislators, the Illinois State Board of Education, and district administrators that led to the creation of self-contained gifted classrooms at elementary, middle, and high school levels and the establishment of A. M. Jackson Math and Science Academy in 1989.

Notes the Edna Rowery-Allen Scholarship will be awarded annually to high school graduates in School District 189 who demonstrate outstanding leadership and academic abilities.

Directs that a suitable copy of the resolution be presented to Dr. Rowery-Allen as a symbol of esteem and respect.
