Congratulates William "Bill" McCartney on his retirement as Executive Director of the Illinois Grape Growers and Vintners Association.

Recognizes McCartney's lifelong contributions to Illinois, particularly in Pittsfield, including his work in soil and water conservation and agricultural development.

Credits McCartney with leading efforts to grow Illinois's wine industry from a few isolated wineries in the mid-1980s to over 100 wineries and hundreds of acres of grapes across the state.

Acknowledges his service in leadership positions with the U.S. Department of Agriculture Soil Conservation Service and his active membership in community organizations including the Pittsfield Masonic Lodge and Pike County Shrine Club.

Directs that suitable copies of the resolution be provided to McCartney, his family, and the Illinois Grape Growers and Vintners Association.
