House resolution supporting the Standing Rock Sioux Tribe's opposition to the Dakota Access Pipeline (DAPL), a 1,172-mile pipeline that would carry approximately 450,000 barrels of crude oil daily from North Dakota to Texas refineries.

Pipeline would cross under the Missouri River at Lake Oahe (drinking water source for Standing Rock Sioux), and under the Mississippi, Illinois, and Kaskaskia Rivers, risking water supply for nearly 10 million people and 27,382 people specifically in Illinois.

Pipeline route traverses Standing Rock Sioux Tribe's ancestral lands, burial grounds, gravesites, and sacred sites protected under the 1851 Fort Laramie Treaty, violating treaty obligations and federal consultation requirements.

Calls on the United States Army Corps of Engineers to obtain free, prior, and informed consent from the Standing Rock Sioux Tribe before taking any federal action on the pipeline, citing treaty obligations, Executive Order 13175, and UN Declaration on the Rights of Indigenous People.

Urges the State of Illinois not to expend any resources supporting the pipeline or actions against protesters.
