Congratulates Dr. M. Colleen Bingham on receiving the 2016 Rural Physician of Excellence Award from the Illinois Rural Health Association

Recognizes Dr. Bingham's practice with Family Care Associates of Effingham since 1994 and her medical training at St. Louis University School of Medicine and Indiana University Medical Center

Commends Dr. Bingham's community initiatives including founding TAG (a mentoring program for young mothers in 2013), Effingham Preschool of All (providing free preschool and transportation), and Mission Summer Fun (providing meals and activities for low-income children during summer break)

Acknowledges Dr. Bingham's service on the Crisis Nursery of Effingham County Board, leadership in the CHIPRA Asthma Collaborative, and commitment to the Vaccine for Children program

Directs that a suitable copy of the resolution be presented to Dr. Bingham as an expression of the House's esteem and respect
