Congratulates Stanley D. Moore on 60 years of dedication and service to the United States Census Bureau, beginning December 20, 1956, and joining the Census Bureau on July 24, 1960.

Recognizes Moore's career progression from Systems Analyst to Regional Director of the Chicago Regional Office (appointed 1974) overseeing eight states: Arkansas, Iowa, Illinois, Indiana, Michigan, Minnesota, Missouri, and Wisconsin.

Acknowledges Moore's instrumental role in Chicago housing desegregation during the 1970s through a four-year legal battle against racial discrimination, resulting in his selection as a Most Valuable Community Player.

Honors Moore's major Census Bureau innovations including Operation RESPOND for Census 2000 and advancement of TIGER (Topologically Integrated Geographic Encoding and Referencing), a geographic database system for mapping U.S. data.

Commends Moore's recognition as 2013 Senior Advisor to Census Bureau Director John Thompson and numerous federal awards including Department of Commerce Bronze, Silver, and Gold Medals, plus his service as Chair of the Chicago Federal Executive Board from 2002 to 2003.
