Honors State Representative Jack D. Franks for 18 years of service in the Illinois General Assembly and his dedication to his community.

Recognizes Franks' election victory in November 1998 by 138 votes, making him the first Democrat to win a major office in McHenry County in nearly 20 years.

Commends his bipartisan work that resulted in laws allowing voter consolidation of duplicate local government units, corporate accountability measures, and assistance for elderly residents purchasing prescription drugs.

Acknowledges his advocacy for McHenry County infrastructure and education, including securing grants for library and school construction and funding improvements to U.S. Route 14 and Illinois Routes 47 and 173.

Recognizes his role as Chairman of the House State Government Administration Committee, including his leadership in impeaching former Governor Rod Blagojevich and passing ethics reforms, before his departure to become the first popularly elected Chairman of the McHenry County Board.
