Direct the Illinois Auditor General to conduct an audit of the Community Integrated Living Arrangement (CILA) program at the Department of Human Services covering 2011 to 2016.

Audit shall review all contracts between providers and the Department of Human Services, provider safety procedures, and Department of Human Services Office of the Inspector General procedures.

Audit shall examine potential conflicts of interest where State employees involved in awarding CILA contracts or placements received personal benefits.

Audit shall review corrective actions being taken by the Department of Human Services in response to Chicago Tribune articles exposing abuse and neglect at CILA facilities.

Require the Department of Human Services and all relevant State agencies to cooperate fully with the Auditor General and report findings in accordance with the Illinois State Auditing Act.
