Establishes the Youth Sports Concussion Safety Act requiring youth sports leagues to make concussion and head injury educational materials available to coaches, officials, players, and parents, with materials addressing symptoms like loss of consciousness, headache, dizziness, and confusion.

Requires schools to establish concussion oversight teams that must include at least one physician and create return-to-play and return-to-learn protocols based on CDC guidelines for students suspected of sustaining a concussion.

Mandates that students be immediately removed from interscholastic athletic activities if a coach, physician, game official, athletic trainer, parent, or the student believes a concussion occurred, with return to play only after medical evaluation and completion of both protocols.

Requires coaches, game officials, nurses on concussion oversight teams, and athletic trainers to complete at least 2 hours of concussion training every 2 years from approved providers, with initial training due by September 1, 2016.

Requires schools to develop written emergency action plans for serious injuries and acute medical conditions in interscholastic athletics, including roles, communication methods, emergency equipment access, and transport procedures, reviewed annually by athletic personnel.
