Amends the Compassionate Use of Medical Cannabis Pilot Program Act to expand qualifying debilitating medical conditions to include post-traumatic stress disorder (PTSD) and terminal illness with a diagnosis of 6 months or less.

Establishes a Medical Cannabis Advisory Board composed of 16 members including patients, caregivers, nurses, and health care practitioners to review petitions for adding new debilitating medical conditions and to examine medical evidence.

Allows qualifying patients under 18 years old to have 2 designated caregivers if both biological parents or legal guardians have decision-making responsibility, or allows one parent/guardian to appoint a second caregiver.

Extends registry identification card validity from 1 year to 3 years and waives fees and fingerprinting requirements for terminally ill applicants with expedited approval within 14 days.

Extends the Act's repeal date from 4 years after enactment to July 1, 2020, and clarifies that cardholders are not considered unlawful users of narcotics solely based on their registered medical cannabis status.
