Amends the Open Meetings Act to require public bodies serving populations under 1,000,000 that maintain an Internet website to post a mechanism for public electronic communication with elected officials within 90 days, such as a uniform email address or individual official email addresses.

Requires public bodies with websites to publish notices, agendas, records, and other information mandated by law or court order on their websites in addition to newspaper publication, covering materials required under the Open Meetings Act, Municipal Budget Law, Election Code, School Code, and other specified statutes.

Specifies that "Internet website" does not include social media websites or social networking sites for purposes of these requirements.

Requires hyperlinks to posted information be easily accessible from the public body's home page, and establishes that these postings are in addition to any other posting requirements.

Prohibits home rule units from adopting posting requirements less restrictive than these standards and declares this section a limitation on home rule authority under the Illinois Constitution.
