Removes the requirement that applicants for parking-fee exempt decals must hold a valid Illinois driver's license.

Maintains existing eligibility criteria for meter-exempt decals, including medical certification that applicants meet specific physical qualifications related to mobility limitations.

Preserves the exemption from parking fees in metered spaces, parking areas subject to Section 11-209(a)(10), and publicly owned parking areas for eligible persons with disabilities.
