Creates the Unmanned Aerial System Oversight Task Force to study and recommend regulations for drone operation and usage within Illinois.

Task Force shall consist of 22 members appointed by the Governor within 90 days, including representatives from state agencies (Transportation, State Police, Natural Resources, Agriculture, Commerce), industry groups, law enforcement, and stakeholder organizations.

Members serve without compensation, with the Division of Aeronautics representative serving as chair and liaison to the Governor and General Assembly.

Task Force shall consider commercial and private drone uses, landowner and privacy rights, and safety regulations to develop comprehensive recommendations for lawful UAS operation in the state.

Department of Transportation provides administrative support; Task Force must submit final report to Governor and General Assembly by July 1, 2016; Act expires September 1, 2016.
