SB0065 - Reasonable Use of Force Act

• Creates the Reasonable Use of Force Act establishing standards for force use by peace officers and private security contractors in Illinois.

• Requires peace officers to use only the amount of force reasonably necessary based on totality of circumstances to perform lawful tasks, effect arrests, overcome resistance, control subjects, or protect themselves or others from injury.

• Prohibits peace officers from reducing a person's ability to breathe through chest compression, positioning that restricts free breathing, or placing persons on their stomach unless necessary to overcome resistance and obtain control or protect from injury.

• Prohibits peace officers and private security contractors from using chokeholds unless deadly force is justified under Article 7 of the Criminal Code of 2012.

• Requires peace officers to monitor arrestees until transport to a secure location and seek medical attention for arrestees with injuries or illnesses of which the officer is or should be aware.
