Amends the Resale Dealers Act to include wireless communications devices and businesses buying or selling used wireless devices within the definition of "resale dealer"

Defines "wireless communications device" as hand-held cellular phones or mobile devices with smart phone operating systems, advanced computing capability, voice communications via commercial mobile radio service, and long-term evolution network capability

Excludes from resale dealer requirements wireless telephone service providers, manufacturers, or retailers with 25+ locations in Illinois who acquire devices for recycling, refurbishment, trade-in programs, or repair programs

Adds new definitions for "trade-in program," "repair and refurbishment program," and "wireless telephone service provider" to clarify which entities are exempt from resale dealer regulations

Establishes that appropriate law enforcement officials (county sheriffs or municipal police chiefs) oversee regulation of resale dealers in their jurisdictions
