Requires every low-speed electric bicycle to be equipped with a front-facing lamp emitting white light visible from at least 500 feet at all times, not just during nighttime.

Removes the "when in use at nighttime" requirement for mopeds and instead mandates all mopeds be equipped with front lamps at all times.

Expands lamp requirements in Section 12-201 to include motorcycles, motor-driven cycles, mopeds, and low-speed electric bicycles, which must exhibit at least one lighted lamp when operated on any Illinois highway.

Maintains existing specifications for lamp visibility (500 feet front, 100-600 feet rear) and allows alternative modulating headlamp technology as an option for motorcycles and mopeds.
