SB0071: Law Enforcement Officer-Involved Death Review Act

• Requires each law enforcement agency to adopt a written policy for investigating officer-involved deaths.

• Mandates investigations be conducted by at least 2 investigators, with the lead investigator certified as a Lead Homicide Investigator by the Illinois Law Enforcement Training and Standards Board.

• Prohibits investigators from being employed by the law enforcement agency that employed the officer involved in the death, except for State agencies investigating motor vehicle collisions involving a Crash Reconstruction Specialist.

• Requires investigators to provide complete reports to the State's Attorney and grand jury (if applicable) in an expeditious manner.

• Mandates public release of investigation reports when the officer is not indicted or charged with a criminal offense.
