Amends the Illinois Educational Labor Relations Act to suspend payment of district superintendent and all other educational administrator salaries during strikes of educational employees in school districts.

Suspension of administrative salaries applies for the entire duration of any strike that occurs in a school district.

Maintains existing strike prohibitions for educational employees in Article 34 school districts during an 18-month period following the 1995 amendatory act effective date.

Establishes conditions for strikes after the 18-month prohibition period expires, including requirements for exclusive bargaining representation, mediation, fact-finding, strike authorization voting (three-fourths majority), and 10-day notice to employer and regional superintendent.

Takes effect immediately upon becoming law.
