• Creates the Homeland Security Preparedness Fund as a special state fund to be administered by the Illinois Emergency Management Agency for homeland security and disaster preparedness initiatives.

• Imposes a $3 surcharge on vehicle registration fees beginning in 2015 for first division motor vehicles, motorcycles, motor driven cycles, pedalcycles, and vehicles registered in the 8,000 lb. and less flat weight category, with surcharge revenues deposited into the Homeland Security Preparedness Fund.

• Exempts government units (local, state, and federal) and qualifying tax-exempt organizations under 26 U.S.C. § 501(c)(3) from paying the $3 surcharge.

• Requires the Illinois Emergency Management Agency to establish guidelines for fund expenditure with input from statewide interagency and public safety organizations, directing spending toward law enforcement mutual aid (33%), fire protection mutual aid (33%), and other preparedness projects (34%).

• Mandates monthly transfers of collected surcharge funds to the Illinois Emergency Management Agency for redistribution to appropriate organizations for statewide emergency preparedness systems, terrorism intelligence, prevention programs, and training.
