Requires all elementary and secondary schools and charter schools to adopt pupil discipline policies by September 15, 2016, that include requirements for parent-teacher advisory committees, bullying prevention, and school searches.

Prohibits zero-tolerance policies that mandate suspensions or expulsions for particular behaviors and establishes that out-of-school suspensions and expulsions should only be used after other behavioral interventions have been exhausted.

Requires written discipline decisions to detail specific reasons for suspensions exceeding 3 days or expulsions, including rationale for the duration, and mandates that suspended students out-of-school for longer than 4 days receive appropriate support services.

Establishes that short-term suspensions of 3 days or less may only be used if the student's presence poses a threat to school safety or disrupts learning, and requires schools to make reasonable efforts to minimize suspension length.

Prohibits school officials from advising students to drop out due to behavioral or academic difficulties and bans monetary fines as disciplinary consequences, though restitution for damaged property is permitted.
