Establishes a Big Ten Feasibility Study Commission under the Board of Higher Education to determine whether another public university in Illinois can join the Big Ten Conference while remaining revenue neutral to the state.

Commission membership comprises 8 members: one Senate member appointed by the President, one by the Minority Leader; one House member appointed by the Speaker, one by the Minority Leader; the Board's Executive Director or designee; a parent of a student at an out-of-state Big Ten university; a student attending an out-of-state Big Ten university; and a parent of a student at an Illinois public university other than University of Illinois.

All members serve without compensation or expense reimbursement and must hold the initial meeting within 90 days of the Act's effective date.

Commission must hold public hearings, invite witnesses, take testimony, and submit a report to the General Assembly and Board by January 1, 2016, after which the Commission dissolves.

Section repeals on January 1, 2017, and the Act becomes effective immediately upon passage.
