Amends the Associate Judges Act to change the upper limit of the population range for circuits authorized 11 minimum associate judges from 335,000 to 349,999.

Maintains existing formulas for determining maximum associate judge authorization based on circuit population, with ratios of one judge per 35,000 population (or one per 29,000 for circuits over 3,000,000 population).

Establishes specific minimum associate judge requirements for individual circuits, including 14 for single-county circuits (except 8 for the 22nd circuit and 20 for the 19th circuit as of December 4, 2006).

Provides for reduction of authorized associate judge positions in the 17th and 23rd judicial circuits due to conversions of associate judgeships to resident judgeships.

Takes effect upon becoming law.
