Prohibits the sale or offer for sale of bath salts (synthetic cathinones) in retail mercantile establishments in Illinois, regardless of how the product is labeled or marketed.

Defines "bath salts" as any synthetic or natural material containing cathinone chemical structures, including analogs, salts, isomers, and related controlled substance analogs.

Establishes violation as a Class 3 felony with fines up to $150,000, and allows local governments to revoke retail licenses of establishments that violate the act.

Amends the Illinois Controlled Substances Act to exempt bath salts sold in retail mercantile establishments from certain manufacture and delivery provisions.

Cites findings that synthetic cathinones are marketed under false product names, cause severe psychiatric symptoms and death, and are sold online and at head shops, convenience stores, and gas stations.
