Amends forfeiture provisions across the Cannabis Control Act, Illinois Controlled Substances Act, Methamphetamine Control Act, and Narcotics Profit Forfeiture Act to add "public education in the community or schools in the prevention or detection of the abuse of drugs or alcohol" as an authorized use of forfeiture proceeds.

Expands allowable uses of forfeited funds distributed to law enforcement agencies from enforcement purposes only to include drug and alcohol abuse prevention/detection education programs.

Applies the same education funding authority to State's Attorneys, State's Attorneys Appellate Prosecutor, and other entities receiving forfeiture distributions across all four drug control statutes.

Maintains existing forfeiture distribution percentages (65% to law enforcement, 12.5% to State's Attorney, 12.5% to Appellate Prosecutor, 10% to Department of State Police) while broadening permitted uses of those funds.
