SB0219 Summary

• Requires public, charter, and private schools with student athletes to establish concussion oversight teams that develop return-to-play and return-to-learn protocols based on CDC guidelines.

• Mandates immediate removal of students from interscholastic athletic activities if a coach, physician, game official, athletic trainer, parent, student, or other designated person believes a concussion has occurred.

• Prohibits students from returning to play or learn until evaluated by a physician or athletic trainer, completion of protocols, physician clearance, and written acknowledgment by student and parent/guardian; coaches cannot authorize return to play.

• Requires coaches, game officials, athletic trainers, and nurses serving on oversight teams to complete at least 2 hours of concussion training every 2 years, with initial completion required by September 1, 2016.

• Requires schools to develop and post written emergency action plans for interscholastic athletic activities that address serious injuries and acute medical conditions, including roles, communication methods, equipment, and emergency transport procedures.
