Amends the Illinois Educational Labor Relations Act by making a technical change to Section 15 concerning unfair labor practice procedures.

Removes redundant language by eliminating a duplicate use of the word "the" in the section describing how unfair labor practice charges may be filed with the Board.

Maintains existing provisions for filing charges by employers, individuals, or labor organizations, Board investigation procedures, hearing requirements, and enforcement mechanisms.

Preserves the Board's authority to issue subpoenas, compel testimony, award back pay with 7% annual interest, and impose sanctions including attorney's fees for frivolous litigation.
