Amends the Public Community College Act to allow foster youth under the legal guardianship of the Illinois Department of Children and Family Services to be classified as district residents without meeting the standard 30-day residency requirement if they currently reside in the district and had previously met residency requirements before a placement change.

Requires proof of current in-district residency to be provided by the student, a caseworker, department personnel, or the student's attorney or guardian ad litem appointed under the Juvenile Court Act of 1987.

Maintains existing grant distribution requirements based on funded semester credit hours, base operating grants, equalization grants, and tuition/fee rate thresholds for community college districts.

Establishes the Illinois Community College Board Contracts and Grants Fund to receive grants, awards, endowments, and proceeds from governmental, public, and private contracts for support of the State Board and community college districts.
