State Board of Education authorized to adopt rules for implementing teacher and principal evaluation systems, including methods for measuring student growth and defining "significant factor" in performance ratings

Rules must account for student characteristics (special education, English Language Learners), attendance, and mobility to accurately measure impact of teachers, principals, schools, and districts on student achievement

Model evaluation plan must designate student growth as 50% of performance ratings, except school districts with 500,000 or more inhabitants may use annual State assessments as sole measure of student growth

Performance Evaluation Advisory Council created with quarterly meetings through June 30, 2021, including representatives from teacher unions, school district management, evaluation experts, and other stakeholders to develop rules collaboratively

Rules exempt teachers in schools covered by collective bargaining agreements under Article 34 until applicable implementation date
