Amends the Illinois School Code to add "energy conservation measures" to building plan inspection requirements and modifies definitions related to guaranteed energy savings contracts for school districts and area vocational centers.

Creates new section 19b-1.5 defining "energy operating cost" as expenditures for heat, cold, power, electricity, water, or light to school buildings and facilities.

Changes the guaranteed energy savings contract guarantee period from 20 years to 10 years and clarifies that savings are measured in "energy operating costs" rather than "operational and energy costs."

Adds qualified provider licensing requirements for architecture, engineering, structural engineering, and plumbing work; requires 40 hours of training in energy conservation measures.

Establishes new section 19b-2.1 requiring sealed proposals to be properly identified, opened after submission deadline, and allows withdrawal prior to evaluation; makes final contracts and performance reviews public records.
