Amends the School Code to allow certain large school districts to appoint a chief executive officer instead of a superintendent, provided the district has boundaries spanning 3 counties with one county exceeding 1,000,000 inhabitants, enrollment over 35,000 students, and existing licensed assistant superintendents or directors in instruction, finance, special education, assessments, and career and technology education.

Chief executive officer must hold a master's degree, have at least 5 years of administrative experience with the district, possess recognized administrative ability and management experience, and assume all superintendent duties.

Chief executive officer is exempt from Section 21B-15 requirements for a period of 5 years following appointment by majority vote of the school board.

Allows school districts to employ a superintendent or chief executive officer under contracts not exceeding one year or performance-based contracts not exceeding 5 years, with performance-based contracts linked to student performance and academic improvement goals.

Makes grammatical corrections to the School Code, changing "less" to "fewer" and "four" to "4" in superintendent employment provisions.
