Amends Illinois School Code Section 2-3.64a-5 to make a technical correction removing duplicate language ("the the" to "the") in the definition of students subject to state assessments.

Requires State Board of Education to annually assess all students in grades 3-8 in English language arts and mathematics beginning no later than 2014-2015 school year.

Mandates science assessments beginning no later than 2017-2018 school year at one grade each in grades 3-5, 6-8, and 9-12.

Limits secondary education students to no more than 3 assessments in English language arts and mathematics, with one assessment including college and career readiness determination required for high school diploma eligibility.

Establishes an assessment review committee of up to 21 members to evaluate state assessments' content, design, costs, and results, with recommendations to State Superintendent and General Assembly.
