Creates the Mental Health Opportunities for Youth Diversion Task Force within the Department of Human Services with up to 21 voting members including legislators, state officials, and representatives from mental health, law enforcement, juvenile justice, and advocacy organizations.

Task Force shall develop an action plan for diverting youth in contact with law enforcement who require mental health treatment into health care settings rather than the juvenile justice system.

Task Force must review evidence-based diversion models, identify existing programs with positive outcomes, identify funding sources, and identify barriers to implementing diversion programs.

Task Force must deliver the action plan with recommendations to the Governor and General Assembly within one year of its first meeting.

Task Force is dissolved upon delivery of the action plan; the Act is repealed on December 31, 2018.
