Amends the Cook County Forest Preserve District Act to allow the board president or any designated officer to sign contracts, rather than requiring the president to sign all contracts personally.

Permits the president's designee to execute contracts on behalf of the district, providing flexibility in contract authorization procedures.

Maintains existing bidding requirements for contracts exceeding $25,000, which must be awarded to the lowest responsible bidder after public advertisement.

Contracts of $25,000 or less may be let without advertising, though at least 3 competitive bids should be obtained when practicable.

Allows forest preserve districts to establish procedures complying with state and federal regulations regarding affirmative action and use of small businesses or minority and women-owned businesses in construction and procurement contracts.
