Amends the Illinois Open Meetings Act to add discussion of matters protected under the federal Health Insurance Portability and Accountability Act (HIPAA) and the Patient Safety and Quality Improvement Act of 2005 to the list of subjects that may be discussed in closed meetings by hospitals and other medical institutions operated by public bodies.

Allows public bodies operating hospitals or medical care institutions to hold closed meetings to discuss recruitment, credentialing, discipline, or formal peer review of physicians and other health care professionals.

Requires that final action on matters discussed in closed meetings be preceded by a public recital of the nature of the matter being considered and other information that will inform the public of the business being conducted.

Specifies that exceptions to open meeting requirements are strictly construed and extend only to subjects clearly within their scope, and that exceptions authorize but do not require closed meetings.
