• Allows state universities (University of Illinois, Northern Illinois University, Chicago State University, Illinois State University) to serve or sell alcohol at public events (not student-related activities) if board policies are established and Chancellor approval is obtained for each event.

• Authorizes alcohol sales at specific named locations including the Chicago Civic Center, state armories, historic sites, state parks with lodging and food service, and various community college campuses when conditions are met.

• Replaces the Six Mile Regional Library District provision with broader language allowing any public library district to sell alcohol for fundraising events and cultural/educational programs, subject to board-approved written policies and dram shop insurance requirements.
