Amends Section 6-16.1 of the Liquor Control Act of 1934 to make a technical change correcting "the age" to "the" in enforcement action language.

Requires licensees to provide written notice at least 14 days before sting operations or enforcement actions targeting underage alcohol sales, unless a municipality or county sets a shorter period by ordinance.

Notice for sting operations remains valid for 60 days from provision unless a shorter period is set by local ordinance.

Requires local liquor control commissions to establish policies and standards for alcohol and tobacco compliance operations, and requires the Illinois Law Enforcement Training Standards Board to develop model policies and minimum training standards for supervising officers.

Exempts home rule units with more than 2,000,000 inhabitants from policy requirements and prohibits other home rule units from regulating enforcement actions inconsistently with state law.
