Amends Section 14-126 of the Illinois Pension Code regarding nonoccupational disability benefits for state employees.

Clarifies eligibility for retirement annuity: members with 15+ years of service and age 55+, or 20+ years of service and age 50+, who remain disabled after nonoccupational disability benefits expire, may receive retirement annuity without regard to age 60 requirement.

Establishes delayed retirement annuity options for members under the minimum age threshold when disability benefits terminate but who have been continuously disabled for service.

Allows employees who retire early under this section and later re-enter state employment to refund previously received annuity amounts and receive a recalculated retirement annuity upon final retirement.

Makes technical correction to statutory language in the section.
