Amends Illinois Vehicle Code to establish an electronic motor vehicle liability insurance verification program administered by the Secretary of State to verify that registered vehicles maintain required insurance coverage.

Requires insurance companies authorized to sell motor vehicle liability insurance in Illinois to provide vehicle policy information to the Secretary in a designated format, including policyholder name, vehicle identification number, policy number, effective date, and company identification number.

Mandates the Secretary verify insurance coverage for every registered motor vehicle at least twice per calendar year; if coverage cannot be verified, the Secretary sends vehicle owners 30 calendar days to provide proof of insurance or proof the vehicle is inoperable.

Vehicle owners who fail to provide proof of insurance or proof of an inoperable vehicle within 30 days have their registration suspended and must pay applicable reinstatement fees under Section 7-606.

Allows the Secretary to contract with private contractors to implement the verification program and authorizes monthly verification checks for vehicle owners with prior insurance violations or suspended registrations within the preceding 4 years.
