Amends the Illinois Nuclear Facility Safety Act by adding Section 10 to establish municipal nuclear storage impact fees.

Allows municipalities to collect nuclear storage impact fees from entities that operated nuclear facilities within their boundaries, but only for facilities that ceased generating electricity on or before the effective date of this act.

Fees are charged to the entity that operated the nuclear facility immediately before it ceased operations.

Fees can only be applied prospectively from the effective date of this act and cannot be applied retroactively to when the nuclear facility stopped operations.
