IL SB0547

Amends the Illinois Underground Utility Facilities Damage Prevention Act to clarify state preemption over local regulation of underground utility and CATS (Cable in the Air and Trenchless Technology Solutions) facility damage prevention.

Exempts home rule municipalities with populations exceeding 1,000,000 persons from the state's exclusive regulatory authority, allowing such municipalities to establish their own damage prevention regulations.

Requires all other units of local government, including home rule units under 1,000,000 persons, to comply with state-level provisions of the Act.

Takes effect immediately upon becoming law.
